No, octal is simply by definition base 8, much like binary is base 2 and hexadecimal is base 16.

Once positional notation in base 10 was invented, other bases were possible by replacing 10 with any number at all as the base, making it an abstract concept. You don't need to imagine having 4 fingers on each hand!
