Excellent answer, Jeff (for the revised exercise statement). Your grouping symbols didn't click at first because I'd not even considered the horizontal version, jumping instead to call the "move" of 2 illegal. Excusez-moi monsieur!

Considering a radical sign as grouping symbolism:

1 ∙ 2 + 3 + √4 = 7

For those who can view | a - b | as "unit distance" between consecutive Integers (a and b), perhaps the subtraction need not be evaluated:

| 1 - 2 | ∙ 3 + 4 = 7
