Finding Increase of Interval without Function

How to find if this function is increasing, decreasing (as well as max, min) without seeing the numerical function (just seeing the pic only, which I apologize isn't the best artwork)?

Your artwork is certainly easier to see than many we get!

I would say the function is neither increasing nor decreasing, but rather oscillatory. Within the given domain, you can state the max and min as the 3rd and 4th points

Why do you do that? It is a waste of everyone's time.
If that graph is below the x-axis then the function is decreasing. Otherwise, it is increasing.
