One approach: If you make n_b batches of bread, how much flour and how much sugar will be left? How many batches of cookies can you make with what is left of the flour and sugar, call that n_c. Income I is given by what formula?

If you were actually going to solve the problem, it would also help to know the maximum number of batches of bread (and/or cookies) you could make. Edit: Actually, you need those numbers for part of the constraints.
