Convert liters, ounces, pints, and milliliters to all the same unit. (It's up to you, which unit you pick. You should probably assume that "ounces" means "fluid ounces", by the way.)
Then divide prices by the now-uniform units, to find the unit cost. Assuming the quality of each item is the same, the lowest unit cost will be the "best" value.
