a five-year projection of population trends suggest that t years from now, the population of a community will be P(t) = -t^3 + 9t^2 + 48t + 200 thousand

use increments to estimate how much R(t) changes during the first month of the fourth year. Wahat is the actual change in R(t) during this time period.

I do have R(t) = -3t^2 +18t + 48 and R'(t) = -6t + 18
 
What does "use increments" mean?

I'm thinking something like R(3+(1/12)) - R(3) to give the actual change.

Maybe R(3)*(1/12)*R'(3) for the estimate?

Just guessing. It is hoped that you can provide a precise definition.
