Determine who will feel colder, a person in Minneapolis at 10° F with a 15 mph wind or a person in Chicago at 20° F with a 25 mph wind.

Evidently I am supposed to use a wind chill formula developed by Paul Siple.

So what is the formula they've given you? How far have you gotten in applying it? Where are you stuck?
