Which picture is right?
If a lease agreement is signed that difference of rent($451) will be paid by tenant with utilities included in the amount off $200. Anything that’s over(bills) $200 shall also be paid by tenant. So example: total paid monthly will be $451 out of 451 $200 is to go towards the bills. Now if the bills come out to $429. How much is owed by tenant? I have 2 different pictures of two different answers I would like to know which is right?

I'm not sure I understand the question. What is "the difference of rent"? (That is, difference between what?) Possibly we may need to see the exact wording of the agreement.

Here's my interpretation:

The lease agreement says that the basic rent is $451, of which $200 covers utilities. But if the utility bill exceeds $200, then the excess over $200 is paid by the tenant.​

So if the utility bill is $429, the first $200 of that is considered to be part of the rent payment, but the remaining 429 - 200 = $229 must also be paid. Therefore, you would pay $451 for rent, plus $229 extra, making a payment of $680.

So your first calculation (in which you included an extra $0.26) appears to be correct. In your second calculation, you subtracted $200 twice!
