Whats the answer to this equation?

don't know how to work it out.

What you wrote translates to:

X + (10/X) + 3 < 2

If you meant:

\(\displaystyle \dfrac{X+10}{X+3} \ < \ 2\)

then you should have used grouping symbols and written:

(X+10)/(X+3) <2
