It should be "less than" and "to".

This can be broken into two inequalities:
\(\displaystyle -2 \le 3x+ 10\) and \(\displaystyle 3x+ 10\le 31\).
Can you solve each of those?

The solution set for this "compound inequality" is the set of values of x that satisfy both.
