Can you tell us where they come from? I agree with the assessment that they may be a straight line with random errors. Context might give us a reason to think otherwise, or a justification for our impression.

Here is what they look like on a graph (with your two given numbers tacked on to the ends and a straight line drawn between them:



The deviations don't look systematic.
