I am having trouble with graphing the following

y=-x^2+3

I found the vertex to be 0 and the Axis of symmetry to be (0,3)
But I can't find out how to graph because the x factor is 0

You have it backwards.
The axis of symmetry is x=0 and the vertex is (0,3).
It opens down.
