I'll start part a :
sqrt(16 x^4 y^-8 z)
= sqrt( 16 x^4 z / y^8)

Can you finish that?

I'll do the next step after Denis:

\(\displaystyle \sqrt{16\cdot x^4 \cdot y^{-8}\cdot z} \, = \, \sqrt{\frac{16\cdot x^4\cdot z} {y^{8}}} \, = \, \, \sqrt{\left [{\frac{4\cdot x^2} {y^{4}}}\right ]^2\cdot z} \,\)
