I have a suspicion that the question was posed in his or her only other thread.
The question is a bit cryptic to me, but I think it is asking
\(\displaystyle 5 * 10^{-2} * x = 5 * 10^1 \implies x = \dfrac{10^1}{10^{-2}} = 10^3 = 1,000.\)
If that was the actual wording of the question, I find it less than a model of clarity.

You wrote that you know your place values, so you might understand the following similar example.
What is the value of the 7 in 45.745?
Multiply that by the value of the 2 in 9233.16
In the number 45.745, the digit 7 represents seven 1/10ths because the 7 is in the 1/10ths place.
We write that value as 7/10.
In the number 9233.16, the digit 2 represents two 100s because the 2 is in the 100s place.
We write that value as 200.
We are told to multiply the two values together.
7/10 X 200 = 1400/10 and that reduces to 140.
