The current statement would be a secant cofunction identity would it not?

You're right. They must have had cosecant stuck in their minds, because [imath]\frac{r}{y}[/imath] is [imath]\csc(\alpha)[/imath], not [imath]\sec(\alpha)=\csc(\beta)[/imath].
