standard maximum form

Can someone explain to me how to write 0 in standard maximum form. example 2=2x1 and 3=3x2
 
Methinks the problem is ill-defined. Can you provide the ENTIRE problem statement? Is this a linear programming assignment. Give us a clue, please.
