The rules of standard form state that it was to be in the form A x 10n where A is greater than or equal to one but less than 10 THEN how come standard notation of -67000 is -6.7x104??? As A is clearly less than 1?

Could you post the exact definition from your source?
 
You have the wrong definition. It should say where |A| is greater than or equal to one but less than 10.

Note that |-6.7| is between 1 and 10.
