a) How many times Kelvin`s savings are Al`s savings?
b) How many times Al`s savings are kelvin`s savings?

I would interpret "savings" to mean "total amount of money in the bank". But then we cannot answer these questions without knowing how much money each had in the bank to start.

If the question were "How many times Kelvin's saving per day are Al's saving per day", it would be easy. "Times" means "multiply". What do we have to multiply Kelvin's savings by to get Al's? 60 times what?= 90. To answer that do the opposite of "multiply", "divide": (60 times what?)/60= 90/60= 3/2.

(Part of your problem is caring enough to at least read and copy the problem correctly. Although it is not important, I would be willing to be it is "Kevin", not "Kelvin". More importantly, there is no such number as "1 2/1". But the correct answer to (a), 3/2, is "1 and 1/2" or "1 1/2".)
