solving inequalities

I am not sure how to get started with this problem: Write one inequality involving AND and one inequality involving OR that together gives the diagram at right the same solution. The diagram depicts a number line of negative 5 to positive 6. Negative 4 to negative 1 has a closed circle and line between them. Also 1 to 4 has a closed circle line between them. Any help would be great.

First of all, please tell us

How do you interpret that diagram - that is - what is that diagram telling regarding the domain? What 'x' values are you allowed to cosider?

Please reply showing your work and exactly where you are stuck - so that we know where to begin to help you.
