How do you not know how to at least start this? I'd get a textbook. (Sometimes College libraries stock them.)
All right. Mulitply both sides of the top equation by 3:
\(\displaystyle -6x + 3y = 3 \\ 6x - 2y = -16\)
Now add the two equations. If you need more inforation, just ask. But when you reply, please let us know what you've done.
