All they are asking you to do is to transform the given equation to one of the form f = ?. I AM SURE YOU CAN DO THAT. You were just not sure what the question meant.

If 2 sundaes cost $6, then 1 sundae costs $3, which is 6 / 2 : OK?
Same thing with your equation:
if 2 f's cost $h, then 1 f costs $(h/2) ; capiche?
