It says to solve the system of linear equations. and tell if they are independent, dependent, or inconsistent.
4x+10y=-28
6x+7y=6

Do you know what independent, dependent or inconsistent means in terms or linear equations?
Independent
take this example: y=x+10
y=2x
to be independent, the lines must cross at a single point, which in this case they do.
The solutions to y and x must also be numbers, in this case x=10, y=20, whenever you get an answer involving one of the variables, then the equations are independent.
Dependent
take this example: y=x+10
2y=2x+20
to be dependent, the lines are exactly the same, and are 'on top' of each other. When you try to solve this, you will get 0=0, the rule of thumb is, when you get something that is true (could be 5=5 or 2=2 etc) then the equations are dependent.
Inconsistent
take this example: y=x
y=x+10
to be inconsistent, the two lines must never cross this these. When you try to solve this you will get something that is not true like 0=10, the rule of thumb is, whenever you get something that is not true, then the equations are inconsistent.
