If a student is failing a class with a 55.64% F in a class and needs a 60% to pass the class with a D, what would they need to get on the final exam that is worth 100 points?

There is not enough info to answer your question. One needs to know the total number of points possible for the entire course. Just figure out what 60% of the total is and how many points have already been obtained on past tests. That is one way to know how many more points are required.
