Can anyone help me with this please? I know how to do frequentist hypothesis test if it's asking if the true mean is greater than 145 (H0: mu = 145, Ha: mu>145), but I never saw question like this before (H0: mu = 145, Ha: mu>134).
S = 15, n = 30, xbar = 145.
Thanks!

Where did the question come from?
It is possible to compute the p-value for such a hypothesis but the interpretation of the test would be non-sense.

Please show the original problem. Either you have misread it, or there is a typo, because H0 and Ha have to be mutually exclusive. These are not.
