2.66 =1.8b+1.4 ............................................................................... edited
I will tweak the equation just a little bit and then,

1.8b + 1.4=2.66 ( more comfortable to work with)
you have to try and get rid of the decimal and you do that by multiplying by 100 both sides
1.8b (100) + 1.4(100) =2.66(100)
that' ll give you whole numbers
180b+140=266 ( friendly numbers ;) )
now let's clean up a little bit

180b + 140 - 140 = 266 -140
180b =126 ( you see that, how you can solve for b now dividing both sides by 180

then you get

b=7/10 which you can not be simplified any further.
