question about tensor operations

Given the tensor (200 100 0: 100 0 0: 0 0 500)(units of psi), if there is a set of new axes formed by rotating 60 degrees about the z axis, find the new matrix of the stress tensor for the new axes x', y', z', given that \(\displaystyle \sigma _{kl}=a_{ki}a_{lj}\sigma _{ij}\) yields the new matrix, where "a" is the direction cosine.

I'm not really sure how to work with the given notation. I know what a direction cosine is, but i don't really know how to apply it to this general of notation.
