Question about polar stuff

I was wondering if everyone has a hard time with this or is it just me?

Either the book has done a poor job explaining this or I missed something. Nothing seems consistent on how to find b and a for area of the polar stuff. I'm just so frustrated and I'm wondering if there is anywhere I can get detailed explanations (like a web link) on the whole section of polar equations/coordinates/area/length, etc.
