Powers, roots: changing roots to fraction powers

Is there any easy way to remember how to change square roots to fractions or to simplify roots with powers etc.

Is there some kind of pnemonic device, or is it pretty much knowing the rules and memorizing?

a is the power ... b is the root.
(roots are always underneath ... like tree roots, correct?)
