One thing about this video: it does not consistently show decimals above zero but less than one less as 0.xyz; it frequently shows them as .xyz. Obviously, the decimal portion is the part to the RIGHT of the decimal point.
Do you not know how to do "long division"? Dividing 7 by 13 gives the decimal "portion" (7/13< 1 so there is no "integer portion") as 0.548461... where the "..." indicates that "548461" is repeated forever.
