Can someone please give me a straightforward, non-theoretical explanation for using one over the other? In which cases is it best to use population standard deviation/population standard deviation?

Please re-read your post - the way it is written cannot quite understand your problem.

I assume, you have used google to search relevant sites that might have definitions and worked out examples. I found 13,000,000 of those. What did you read and what did you fail to understand?
