Do you mean "how does one simplify this expression?" If so, you multiply the -1 by the -9, and then add the result to the initial 1:

. . . . .1 - (-9) = 1 - 1(-9)

. . . . . . .= 1 + (-1)(-9)

. . . . . . .= 1 + (+9)

. . . . . . .= 1 + 9

...and so forth.

If your question to Eliz is part of the original question, you don't.
1-(-9) (-2)-(-2) is
1-[-9*-2]-(-2)
If you are changing your question into two separate simplifications, you could let us know!
