If there is any formula to find and solve this please send to me. The sample answer is 125,146,287,675,791,like this.

It isn't at all clear how the numbers are to be formed, and whether you want one largest number, or all possible numbers.

If this is the exact wording of the problem, which I asked for, and if there is no explanation in context of what "generate" means, then you can just say the problem is too unclear to answer. In mathematics, an answer can only be as precise as the question.

Your sample numbers seem to imply that you are just looking for numbers obtained by taking three (distinct) digits from the multiset {1, 4, 6, 5, 2, 8, 7, 3, 5, 0, 9, 1}; but that would not use the arrangement into rows and columns.
