What does the “e” symbol in between the radicals and the variables mean?

Please give us the complete context, as the meaning can change with context.
 
Is this the symbol? \(\mathop \varepsilon \limits_{/\quad }^{\quad /} \) or could it be \(\notin\text{ or }\ne\)??
 
That's how my English teacher from high school wrote an ampersand "&" ... she used it as a symbol for "and"
