Not according to the problem statement, anyway. And, personally, I've always found it difficult to reduce my speed by slamming on the brake if I'm already parked!

Reaction time is - your eyes see a anger, your brain recognizes danger and commands your brain to take action. So during the reaction time it is assumed that your speed remains constant (a = 0).
