Perpendicular line to 2x + y = 3 through (-7, -8)

I can't seem to figure out from my less-than-helpful textbook how to find a line perpendicular to another line and that passes through certain points, i.e. 2x+y=3 (-7, -8) .

P.S this site is great, in 20 mins I've learned more on here than from my professor all semester.
 
As I explained in your other post, given 2x+y=3 the slope is –2/1.
Thus the perpendicular slope is m(-2/1)=1 or m=1/2.
What is the equation thru (-7, -8) with slope 1/2?
