A representative needs 12.5% of votes in 3 out of 5 districts to be placed on a ballot. If the ratios among the districts are 6:5:5:4:5, what is the minimum percentage of voters that a rep. would need to be placed on the ballot?
 
You need 12.5% of the three smallest districts.

Total Citizen Units to Represent is 6+5+5+4+5 = 25
12.5% of 4, 5, 5, is 0.125*(4+5+5) = 0.125*14 = 1.75
So, it looks like you could get on the ballot with a paltry 1.75/25 = 0.07 = 7%
