Increase 6 by 20% and decrease your answer by 20%. What is the percentage change in 6?

I think the answer is 0%
 
What is 20% of 6? So what is 6 increased by 20%? (You could calculate that as 120% of 6). Now what is 6% of that number? Do you see that 20% of this new number is not the same as 20% of 6?

Now you want to decrease 7.20 by 20 percent. So what is 20 percent of 7.20?

7.2 decreased by 20% = 5.76
now how do i calculate the last part of the Q which is calculate the percentage change in 6

Yes, that is what you were just asked to find (by Halls); but what you calculated has to be written as 96%, not just 96.

No, it is the answer to the question, "what percent of 6 is 5.76?". That is not the same as "by what percent has 6 been decreased?"

To find the percent decrease from 6 to 5.76, you can either subtract and then find what percentage that difference is of 6; or just subtract 96% from 100%.
