Parrellel vectors

Two vectors in exactly opposite directions in a flat plane are always going to be parallel.

that's a good way of describing it yes, though I'd add nonzero to it.

Two non-zero vectors are parallel if and only if there are scalar multiples of one another. The scalar can be positive or negative.
If the scalar is negative then their directions are opposite.
