A five gallon bucket of tar can seal 3500 square feet of blacktop. If a parking lot is 15,000 square feet, how many buckets of tar must be purchased in order to seal it?

15,000/3500= 4.28
The final answer is 5 buckets.

Looks good. The roundup to 5 is appropriate if we treat this as a "real world" problem and whole buckets of tar must be purchased.
 
Well, you could cheat a little by covering 3750 square feet (instead of 3500) with [five gallons of tar]

One could "cheat", but then they should not expect to receive credit for a correct answer.

In this exercise, five gallons of tar covers only 3,500 square feet.
