{19-2[4+(-9)]}-18/square root of 25-16 means...
\(\displaystyle (19 - 2[4 + (-9)]) - \frac{18}{\sqrt{25}}-16\)
Following the order of operations convention, which you MUST understand and memorize, in this problem you would first evaluate the innermost grouping symbols "[4 + (-9)]" and then the other grouping symbols always working from the innermost outward.
After getting rid of all grouping symbols do the radicals and exponents.
Then go through the problem from left to right and do the multiplication and the division in the order they appear.
Finally, do the remaining addition and subtraction as they appear from left to right.
I have a hunch that you need some additional parenthesis in your original problem to clarify what is meant.
