Optimized average of 4 groups of measurements

Hello,
I have 24 measurement values; I need to divide them into 4 optimized groups (6 measurements in each group) on condition that, each group average value has a minimum deviation from the total 24 measurements average value.
Can anyone help by a mathematical solution to do that?

That's only about 134596 combinations of groups. Build a program and let it do the computations.

Actually, I don't have a decent idea off the top of my head.
