One question stumps me (Algebra 2)

So our teacher doesnt really give us notes and all due to the fact of poor education in our schools and im stuck on this question and wondered if someone would be kind enough to help me:

Its the lesson on circles.

center in the 1st quad.; tangent to x=-3, x=5, and the x-axis

I need an equation because this doesnt make any sense to me and was hoping I could rely on someone to help me here. Please and Thanks. :mrgreen:
 
They want you to find the equation of the circle that fits those requirements.

Make a drawing. First, find the center. You can see what the radius is by the distance between the two tangent lines given.

If you have a textbook, then look for the following equation. There should be some examples.

(x - h)^2 + (y - k)^2 = r^2

The radius is r, and the coordinates at the center are (h, k).
