Number Sequence / Pattern Math Problem :)

So, here's a tricky one. Can you encrypt these four 2-letter pairings to four 2-digit numbers (numbers will be between 0 - 99):

1. IA=??
2. RS=??
3. VC=??
4. AE=??

Apparently it is some kind of "code" or something but I can't figure it out. At first I assumed IA=91, because “I” is the ninth letter in the alphabet and “A” is the first letter in the alphabet. But that doesn’t work for the second and third pairing. I’ve also tried to think of more complex things like, maybe each letter is the first letter in a month of the year and then whichever number of the month out of 12 it was would be the digit, but I can’t think of anything complex like that that makes sense. (Months, days of the week, colors, etc.)

I’m also trying to find perhaps some kind of military or ancient system that translates it but haven’t come up with anything yet…

There must be more information regarding this problem that hasn't been posted. From context, I gather that all four "transformations" must obey the same rule. But, barring any further restrictions, you can easily make up any old rule you please. For instance, each letter corresponds 1:1 with it's position in the alphabet (i.e. A=1, B=2, etc) and then you add the two numbers and multiply by 2. Or use the 1:1 correspondence, but work backwards from Z (i.e. Z=1, Y=2, etc) and then you don't even have to multiply the result. And on, and on we go...
