If 51 people vote yes or no on an issue. How many people would have to vote yes if 3/4 of those voting yes is required for the yes answer to prevail?

The question is very "mis-worded". However,

What is 3/4 of 51?

My solution is that 39 people would have to vote yes because there is no such thing as .25 of a vote.
Others rounded up and said 38 yes votes prevails.
Which is correct?
