It's very hard to tell from the way you've written the expression exactly what quantity is over what and so on. I really can't figure out what the problem is.
But to try something plausible...
(2/3)a + 2 = 1/3(4a + 1)
probably means
\(\displaystyle \frac{2}{3} a + 2 = \frac{1}{3} (4a + 1)\)
I'll take one step, and then you go from there (or correct me if I'm reading the problem wrong). We have to solve for a, which is what I assume the instructions said for this worksheet. We can rewrite the above equation as follows:
\(\displaystyle \frac{2 a + 6}{3} = \frac{4 a + 1}{3}\)
