If this is the only information given, the problem is just to see if you understand function notation. They are giving us a function, f(x)=4x-5. If they ask what f(c) is, it just means you should plug c in place of x:
f(c) = 4(c)-5
If they had asked for f(7):
f(7) = 4(7)-5 = 23.

yeah i get that but it just makes the equation change variables

In this problem, it is not right to think of the letter c as a variable. Think of it as an unknown constant. It can't assume any value except for itself. The problem only has two variables, the input variable \(\displaystyle x\) and the output variable \(\displaystyle y\). (\(\displaystyle f(x)=y\).)

All true, but you're likely to confuse the person. Think of c as just replacing x in the equation.
