Need Help making a formula: "Hubble’s constant is caused by the division of empty space...."

I’m looking for a formula to represent this concept. Hubble’s constant is caused by the division of empty space into two equally sized virtual particles. I was thinking...Hubble’s constant = 2x (number of virtual particles) but I’m not sure if I’m right. I’m also not sure how to find the size of the virtual particles, and I’m not sure of what units to use. Any help will be greatly appreciated.
