Need a really clear detailed Math book for HS daughter

My daughter is in High School and is failing Algebra 1 for the 2nd time . WE have tried Algebra every way we know and now need to get back to absolute basics. She is a bright student otherwise but evidently we missed the boat entirely on math. Any recommendations?
