Can anyone explain the process of the problem above? Specifically, the rules of the units and powers.
 
Conversions factors require the same number of conversions as shown by their exponents.

Linear measurements require only one conversion, 1 in = 2.54 cm.

Area measurements require 2 conversions, (1 in)^2 = (2.54 cm)^2.

Volume measurements require 3 conversion, (1 in)^3 = (2.54 cm)^3.

Of course, none of this needs to be memorized. The existing exponent will just tell you the exponent required for your conversion.
