What is the name of the horizontal line segment used to separate the numerator from the denominator in a common fraction?

The common name is: fraction bar.

Some people call it a vinculum, but this name properly describes the use of the bar as a grouping symbol in uses other than ratios.

The mathematician Fibonacci employed a Latin word "virga" to describe it. 8-)

A fraction is a division:
5
-
7
means 5 divided by 7 ; so I guess ok to call it a division line.
